I just got some of the finecast necron lords. And if i remember right its resin. So is resin a type of plastic? Can i use plastic glue on it?
(Citadel plastic glue). Its the thick stuff if that means any thing

Plastic glue only works on "plastic" plastic, the darker gray stuff you get in the box kits and such.
Use super glue (doesn't have to be GW) for finecast/resin/metal.
The way it works is that plastic glue(cement) melts regular plastic then hardens again so there is no gap. It can not melt resin so you get a bond weaker then if you used bubble gum.

I use Loctite ultra gel control pretty much for everything metal, plastic, or resin.

You shouldn't use Citadel Plastic Glue on anything. It's over-priced rubbish. If you need plastic glue, just about any other plastic glue on the market will be cheaper and better quality.
As Zatguy said, though, plastic glue only works on a specific type of plastic (polystyrene). For resin, you need superglue or epoxy.

I used a pot of Testors plastic glue and it lasted me about 10 years (one which is dispensed through a needle) it only recently ran out so I bought some Revell. The Revell dries a lot faster, which is both good and bad, it's bad because if you spill it you have almost no time to wipe it away before it melts the plastic and leaves a mark.
But yeah, as people have said, plastic glue only works on polystyrene plastic by melting the plastic so the parts can "weld" together, which covers a lot of standard plastics, but not resins. Hence why a lot of brands don't call is "plastic glue" but rather call it "polystyrene cement".
I'm actually a big fan of 5 minute Epoxy glues, because they are also great at filling gaps. Superglue is very brittle and not structural, as such the parts need to meet well and if there's gaps it severely weakens the joint. Epoxy on the other hand is semi-structural, it's a bit softer so won't snap like superglue will. You can also trim away excess epoxy with a knife more easily.
Though it's less of a problem now that GW is swapping from metal to resin, as resin is so much lighter you don't need super bonding strength like you do with the metals. For metals I always use epoxy, for resin I've been sticking to superglue to save time.

Precisely my weapon of choice as well.
Anything that's particularly stubborn just needs to be pinned.
But, as iterated previously, no. Polystyrene Cement works wonders on polystyrene, but Gawd Awful on everything else. Epoxy is an excellent suggestion, as it is definitely strong enough for even the most brutal of gaming. You'd break the miniature before you break the bonds.
