Anyone know where you can find the rules for the Elysium Drop Troops, or do they just use the IG codex? I assumed that they had special rules since they are exclusively Forge World models.

There are rules for Elysians in IA3 and IA4, and I believe the most up to date is in IA8, but I only own the first two so I can't speak to that.

IA8 has a full army list for them. It is the most upto date.

There used to be PDF's on FW website, but they're gone.
