Simply put, is a vehicle being assaulted allowed to fire overwatch? If so, what restrictions would apply?

I play Space Marines, Dark Angels, Blood Angels, Astra Militarum, Militarum Tempestus, Chaos Space Marines, Dark Eldar, Eldar, Orks, Adepta Sororitas, 'Nids, Necrons, Tau and Grey Knights. |

War Walker Pilot with Withering Fire
|
IMO old definition defensive weapons (storm bolters, shuriken catapults, etc) should earn overwatch fire, to be more valuable. However, I am glad units in a transport can fire overwatch if their vehicle is assaulted, though. (p. 80)

Dreadnought can but they are the exception to the rule already quoted.
