As asked in the title, is a nemesis DK considered a flying monstrous creature if it's equipped with a personal teleporter? It moves like a fmc, but it's not actually 'flying' per se. Any thoughts?

With Chaos, Tzeench would probably turn your hands, feet and face into
scrotums, complete with appropriate nerve endings. Then Khorne would
force you and all your friends to fight to the death using your new
scrotal appendages. Once they get tired of that, you get tossed to
Slaanesh who <censored by order of the Inquisition>, until you finally
end up in Nurgle's clutches and he uses you as a loofah.

Okay, why not? I'm pretty sure it shouldn't be, again, it's not 'flying' per se, but is there an enumerated reason given for why they're not considered to be flying? Or is it a matter of 'look at the model' to determine what it is?

Because the FAQ tells us that's what to treat it as.

Right from the errata/faq:

Q: Personal teleporters make the unit with them jump infantry. How does this affect a Dreadknight with a personal teleporter?

A: It is a Jump Monstrous Creature.
