No, as the Relic Blade is an Unusual Power Weapon, you always strike at S6 with AP3, no matter how you modelled it.

The relic blade will strike at S6 AP3 I(User), not at initiative 1.

Right, you confused me with the striking at I1 comment.

I play Space Marines, Dark Angels, Blood Angels, Astra Militarum, Militarum Tempestus, Chaos Space Marines, Dark Eldar, Eldar, Orks, Adepta Sororitas, 'Nids, Necrons, Tau and Grey Knights.

No as relic blades stated the strike at S6. You are correct that a normal power axe would be S5 AP2 I1.
New rules have been posted from the updated codex. S+2, AP3, Two-Handed, Melee.
