My question is as follows: If Player A (Eldar/using allied Eldar) is using a Farseer who has both Runes of Warding and of Witnessing, and Player B (Eldar/sing allied Eldar) also has a Farseer with both rune types, how do they interact?

My understanding is that Runes of Warding make you roll 3D6, 12+ is perils, and that Runes of witnessing say to roll an additional D6 and remove the highest. So both farseers would roll 4D6, removing the highest, taking Perils on a roll of 12+?

I play Space Marines, Dark Angels, Blood Angels, Astra Militarum, Militarum Tempestus, Chaos Space Marines, Dark Eldar, Eldar, Orks, Adepta Sororitas, 'Nids, Necrons, Tau and Grey Knights.

Thank you, I have never encountered this before. Eldar are, after all, not a common army. But with the new Allies, I suspect I will see more enemy farseers.

Actually nos, that was not how it worked in 5th until near the end when the wording was changed to add 1D6 for psychic tests.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
Orks always ride in single file to hide their strength and numbers.

You're still slightly off. It used to be:
Roll 3D6.
If the result is o12+ suffer perils.
Discard the highest dice to determine test result (suffering perils on double 1's).

Now it is:
Roll 4D6
Discard the highest roll
If result is 12+ suffer Perils (not sure if double 1's would cause perils in this case).

At 2000+ points you receive an optional second FOC.
By Eldar/using allied Eldar I meant "An Eldar army/Or an army including allied Eldar"

Reading through the FAQ again, I noticed that Runes of Warding say enemy psykers roll an additional dice. So, do runes of warding stack? The FAQ does not say. It does mention that the +1 for autarchs is (with 2) players choice of +0, +1, or +2.

I plan to use 4 farseers regardless, but they will be much cooler if my opponent's psykers test on 6D6.

Yes, they stack. 6d6 is a waste, 4D6 means avg perils!

Because they each give +1D6 to the roll. If you only apply +1D6 you have only applied one Rune

Thanks, I figured they stacked, but wanted to be sure. This definately means I wont be using alied psykers, but with 4farsees I dont really need another (though some of the powers in biomancy certainy look like fun).

Yes, it's still Perils on any double 1s or 6s. Nothing about Runes of Warding says to disregard that rule.

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.
