It says specifically in the book that each unit may make one overwatch per turn.

So say I decide to charge a group of bikes w/my lone techmarine, but I also have a MOTF in charge distance as well right.

So woukd my enemy be able to choose who to overwatch, or would he be forced to overwatch the first unit I charged him with because if he declares he won't overwatch the techmarine, the techmarine gets to charge for free, and then the unit he charged would be in base to base and therefore would not get to overwatch the MOTF?

Yes your enemy chooses who they overwatch.

You declare, perform overwatch and roll for one charge at a time. This allows the player to potentially sacrifice certain units so that others may assault later w/o the fear of overwatch fire. As the defending player one has to decide if they should use their overwatch at the declaration of the first assault, or if they should hold back and hope the charge distance fails.
