Been following WH40k for a long time now, mostly all the fluffy stuff and BL novels, and I've been thinking of getting into the game but I've never played a game like this before (miniatures, tabletop, whatnot). Army-wise I know what I want but it's the stuff before that I'm lost on.
Do I start with a rulebook? Are there beginner sets? Any links or tips/tricks would be nice
ps. I saw the other topic but didn't want to piggyback

Never played a game either, but you'll need a codex for your army and a rule book, that I am pretty sure. Looking at the FAQ on GW website is probably a good idea as well.
As far dice and stuff, no idea.

Honestly I would check with you FLGS. I'm fairly new to GWS, started 2 years ago, and the first few times going into the store was very intimidating. I hooked up with the manager and he was very helpful and offered to play some games with me to teach me, the store had some starter sets to use. They also had a beginners night that I came in and just watched people play for an hour. As long as you don't touch their stuff most people were pretty nice when they found out I was new and wanted to get into it.
I would call your store and be honest. Say you are new and are looking to get involved. My other suggestion would be not to buy an entire army in one purchase. Get a few hundred points worth of units and paint them, make sure you like that part of the hobby first.

there is a starter set and a rulebook. The current set of Rules (6th ed) came out on 6/30.
The starter set has an abbreviated and soft cover rulebook in it, but the starter set on sale now...doesn't have the new rulebook yet.
What I would strongly suggest you do is find your nearest GW and go in on a Saturday or Sunday and talk to the manager. Have him go through some of the armies with you and spend a few hours talking to the guys playing and hobbying. Make sure it's something that is really for you.
If it is, right then...pick which 40K army looks most interesting to you and buy a codex for them (it's a book with army specific statistics and profiles). And start building some army lists.
Then go back and show them to the guys there and get feedback. At that point, maybe buy a pack of 10 troops for that army and start going.
When the new starter set comes out in a couple of month, you buy that and have the rules and Viola, you have 2-3 small starter armies to get your hobby going (the starter set has 2 small armies in it..usually 500-700 points a piece if that).

Remember, this is hobby that you can happen to play games with when the models are done. Like deggreg said, pick an army you like, buy a box of the troops, a few paints, and just build and paint them. After doing 10 of them, ask yourself if this is really something your interested in.
You don't want to plunk down $300 on models to realize you hate building and painting, which you'll spend more time doing than actually playing with this hobby.

I started with the starter set myself way back in 5th edition around 6 months after it was released, so I got into it that way. But if your a petient person unlike myself, wait a couple of months and the new starter set should come out. But if your not, read through the rulebook and read through the armies and study the models on GW's website and decide what armies for you.
