The place i play at has unusual terrain such that its all shapes and sizes like we have a terrain piece that looks like a big block but we considered it difficult terrain only.

My question is if i have the entire stand-able area (which is still at least an inch off the ground) covered by my models that no enemy model can be placed in base to base with mine without falling down, can i still be assaulted? Same situation if im in a ruined building and totally occupying the 2ndfloor (no more space for enemy models), can i be assaulted from that position from the ground?

The area you need is page 11, wobbly model syndrome. It basically says that since some terrain makes it impossible to balance the model, instead you can keep them safe and just communicate where the model should be, holding it up as necessary to check ranges and what not.

PS: as for buildings, on page 101, if there is no room on a level to make base contact, but you have the distance, they recommend placing the model underneath on the lower level, and again communicating where the model would be and who its in base with.

You place the models as close as possible and assume that they are in base to base. It's in the Ruins section, under Assaults.
