I like the list. Basically, you have a solid firebase waiting around for Al'Rahem and the vendettas to show up to take the pressure off of them--a classic Tallarn tactic.
I agree with Doombiscuit that adding an astropath would be a very good idea and his ideas of meltas on the 2 outflanking platoon infantry squads is also a good suggestion. Furthermore, I agree with your followup post that you will drop the plasmas from the rough riders and downgrade Al'Rahem's PCS' plasmas to meltas to pay for the astropath--that makes sense.
However, in lieu of adding a couple more ratling snipers, I instead recommend you add a standard to your CCS. This upgrade will significantly increase the durability of your PCS, CCS, and your 3 bazooka heavy weapons squads. Plus, it will force enemy snipers (who roll a 6) to choose between shooting your warlord or your standard. Also be aware that since we can no longer hide our horsies in reserve, they probably won't live too long. Thus, you might want to consider a lower-budget version of a rough rider squadron without Kamir--that would give you more points for ratlings.
As an aside, note that your flanking platoon is pretty much there for harassment purposes to distract the enemy. In some games against some opponents you might actually survive long enough to hold an objective. However, the loss of the power-weapon blob (since our commissars are now one sniper or sergeant's shot away from making our blobs non-stubborn) and the loss of the ability to assault when we outflank is really going to be felt by Al'Rahem's platoon. It doesn't mean we, as Tallarn generals, need to shelve AlRahem. It just means we put him into more of a supporting role as you have done. Also, most of your opponents will realize you have outflanking meltagunnage and deploy accordingly (this has always been Al'Rahem's weakness though). However, Al'Rahem is fluffy for us Tallarns.
