I'd like to run a Battlewagon with a unit of Burna Boyz in it and I have one question.

When placing the template on the hull, what technically constitutes as the "hull"? Does it need to be from the area that passengers are (the truck bed, let say), or could I pretend an ork is hanging over the front right fender with a burna? Same goes for disembarking, are they allowed to hop over the engine block?

Since Battlewagons are open topped, you can place the Burna template from any point on the hull.

The "hull" is defined on p71, 'Vehicles & Measuring Distances'.

So yes, you can place those templates touching anything that is not decorative or a gun barrel.
