I notice you don't have any crisis suits. Is that an intentional self challenge? This poses one problem because you're required to have a crisis commander. Also, Ethereals are terrible and crisis suits aren't. I can see you're trying to make room for a hearty amount of chaos allies but it seems like you'll just be playing with a lackluster version of both armies. I would recommending shoring up some of your Tau stuff to provide a solid firebase. While the stealth suits have some nice features, I think you have the S5 AP5 shots covered and you can replace them with more stronger firepower.
If you drop the ethereal and the stealth suits, that gives you 200 points to play with. I would replace it with a Shas'el, if you're going the minimalist Tau, do a TL Missile Pod and a flamer for 72 points. You can also add two fireknife crisis suits (in a team or montats) for 124 points. That adds up to 196.
For a tau list, you're also very short ranged (minus one railgun). You might find you'll have trouble with armor given that you'd have to assault them with the Chaos or rely on your two vehicles. You could make the Crisis suits tank hunters with a TL FB and flamer (again if you're going for minimalist) making them cost 94 points together. That would give you enough to add a Multi Tracker to your Hammer Head (so it can stay mobile) and some other upgrades, like maybe a SMS and Target Lock but be careful not to sink too many points into the vehicle.
