Background:

February 28, 1997
North Hollywood shootout was an armed confrontation between two heavily-armed and armored bank robbers Larry Eugene Phillips Jr & Emil Dechebal Matasareanu and patrol and SWAT officers of the LAPD on February 28 1997 at a Bank of America teler-office

Two suspects were killed and 15 people were injured, including 10 policemen. None of the injuries incurred during the hour-long shootout was "life threatening,"

Los Angeles Police Chief Willie Williams said.
Although only the suspects were killed,
the sheer number of injuries made this one of the bloodiest single cases of violent crime in the 1990's and one of the most significant single bank robberies of the 20th century

Numbers 1-6 represent hot spots for the LAPD. Exit is where the Robbers must go to leave the table.

The start point for the robbers is the left side of the Bank of America building. They mush start adjacent to it.

Special Notes

Strong Stimulants
Both Larry Philips and Emil Mătăsăreanu would often take muscle relaxants before a heist. Thus they gain the Strong Stimulant rules.

Armed and Dangerous
Both Larry Philips and Emil Mătăsăreanu had illegally converted several rifles to Fully Automatic. They were also both equipped with several fully automatic weapons, and pistols.While the LAPD has only pistols and shotguns. Both Philips and Mătăsăreanu count as having Lt. Support weapons (AP:1), and when shooting at Cops count as out gunning them (i.e. 1 extra FP die)

Encumbered
Both Larry Philips and Emil Mătăsăreanu had made custom made body armor that covered their entire bodies. This gives the Heavy Body armor rule, and it also prevents both of them from preforming rapid movement.

Sounds interesting.

IMO the police missed something when they were trying to scramble and get rifles. Several of them had shotguns...they should have grabbed a couple boxes of slugs. While they wouldnt have penetrated the body armor, the energy transfer against that soft armor would have shattered ribs and caused all kinds of extremely painful soft tissue damage. That would have stopped them.

I remember seeing this on the news when it happened.
Looks like a pretty cool scenario, though you'd need alot of cop figures!

yeah that robbery was a big deal. they sent out a video to alot of police depts after that, basically an AAR. My friends dads a cop and i remember watching it with them back in high school.
I remember thinking it was cool that the gunshop was handing out rifles and ammo to the cops!
this is why alot of squad cars have an AR-15 in the trunk now.
