The forgeworld Rapier laser destroyer model no longer has a link to the Rules on its page, leading me to believe that its rules have been posted in a book, but looking through the books released, I haven't found which book it is which contains these rules.
Where have they gone?

The book containing it's rules has not yet been released. With all due possibility it will be published in Imperial Armor 12.

I have a little hobby-thread going in the P&M section. Some say it's the best blog on Dakka, some don't agree, most belive it would be better if I finished at least one project some time this century and not just kept starting new ones.

If you have a look at the rules for the Land raider Spartan. i think they can take the laser Destroyer as a sponson option, so you can at least get the guns profile.

As for the rest of it i think it followed the rules for atrillary (2 man crew etc). Not sure if it had an AV.

The rules were "experimental".
When they get taken down, it's a clue that they are about to be printed in a new book in a not-experimental (and probably tweaked) version - this also means that the experimental rules will no longer be "valid".

The pdf of the experimental rules is still around. I'm sure lots of people downloaded it.

Unless, I'm mistaken, though. Rules of the board, do not permit the asking for copies of copyright material in the forums - nor the offering to supply said items.

I'm OVER 50 (and so far over everyone's BS, too).
Old enough to know better, young enough to not give a ****.

the final rules dont alwas change that mcuh though.

The Tomb Stalker for example. When it went from Experimental to full release in Apoc Second Edition, the only thing that changed was the points cost.
