Two questions:

1. If you give for example a manticore re-roll to hit via psychic powers do i re-roll the first scatter or can i re-roll each scatter as it shoots as it says all to hit rolls.

2. Can independent characters join vehicle squadrons?

1) "pick up the dice you wish to re-roll, and roll it again." P.5 so if your unit has a reroll you can reroll any of the shots.

So re-roll to hit means I can re-roll only one or any of the dice at least once?

"If a model has the abiliry to re-roll its rolls To Hit and chooses to do so after firing a Blast weapon, the player must reroll both the scatter dice and the 2D6."

so you can re-roll the entire scatter roll, or none of it, but you could re-roll each scatter roll in a multiple barrage (obviously after the first this would mean just the scatter direction, since there's no 2d6 roll).

P.5 has the specifics. and P.33 covers blast weapons and re-rolls.

But for example: on your first shot you roll the 2d6 and scatter die, you go 12 inches (Minus 3 for Ballistic Skill) and land 9 inchs off target hitting nothing, you can re-roll the 2d6 and the scatter dice with hopes to get a better shot.

Then your second tank in the Squadron fires and you repeat the process.
