So, with the new addition of allies to the game i am using it as an excuse to expand my 40k collection and get some allies for my BT. I want the allied army to include a flier and be battle brothers so i am left with Vanilla Marines or IG. So what does dakka think would be better?
A chaplain, 2 scout snipers, and a Stormtalon
Or
An IG detachment with Valkyries (I dont have the IG codex so dont know exactly what i would take)

The Chaplain wouldn't do much, they only work for units from their parent Codex.

Go with IG, you'll need something to bulk out your army troops-wise, and the valkyrie is MUCH better than the stormtalon.

Well, I haven't thought about an IG allied detachment, but in view of an SM allied detachment, I'd consider the following:

5 Scouts w/ LSS

For IG, Use this:
Lord Commissar
Infantry platoon (Un-upgraded command squad [or with weapons team], 2x guardsmen units with heavy weapon teams.)
Valkyrie + any upgrades you want.
Basically, use the cheapest men you can get, with maybe an autocannon team in each unit. Put the Lord Commissar anywhere you see fit, but don't bother upgrading.
The idea is that the men act as cheap shooty support while the valkyrie does all the work.

Captain? Better in pretty much every way except the Chaplain gets to start with a Crozius.

Why not use blood angels? Storm raven is also a flier. Gives you options of assault marine troops too.
|
Reality is a nice place to visit, but I'd hate to live there.

While you've got 20+ men to spare, there's no reason not to. Go for it!

Can I be the first to ask what sort of army of BT are you bringing?
and what do you find they lack?
No one can really boost you, as the whole no librarians things. Then you have no skills to give anyone else. Which is a shame. So they be working alone.
As such I would be tempted by Vanilla, though you can only get one flyer with them. The advantage of IG is you could bring up to 3 flyers and 3 russes.
Stormtalon,
then either:
biker captain and bikers, which would boost your assault fast coolness, with your 9 typhoons.
Else: Telion and sniper scouts, with MotF, which go well with if you are going shooty. Thunderfire cannon would be an option here as well.

I run my BT as a shooty army. Term with 2 asscans or CML, Typhoons, PotMS Vindis. But its the troops that I usually dont like. They are not as good in CC as most CC armies, and the rhinos for BT is overpriced.
For the Allies I was mainly looking for a way to bring a Troop Choice or two that can stay back and hold an objective while providing some long range shooting and a Flier. Mostly the Flier as I really want to field one, and with them also being the best way as of now to take on other fliers I was ganna benifet twice!

Then guard, their flyers are really shooty and they can bring loads of scoring troops so you do not have to.
You can load up the troops in the aeroplanes.
Else chimera spam may help the vindicators
Else a blob squad, you'll want to lead it with a marine IC, can be hard to shift off an objective. I would definitely use an ADL with quad gun as antiflyer units are rare and guardmens out of mech need cover.
I would definitely cut down on crusaders, as you say rhinos are expensive.
I was thinking that space wolves would suit BT quite well, but you'll not be interested.
