What models do you have to work with? Of if you are looking for a list and going to get the parts you need, what kind of army you looking to play? Marines can do almost anything. And last, what codex are you going to use for rules? The basic space marine codex, or another chapter?

Besides not liking psykers, what is your chapter's culture like? I play Salamanders, so I try to invest in master-crafted items, flamers, and meltas while limiting Fast Attack. Give your chapter an identity!

I can't help but feel it is a little cliché, at least for my taste, but to each his own. If you don't take psykers maybe a captain/chapter master or invest in a special character like Vulcan He'stan or Pedro Kantor as both` are top notch in my opinion probably take 2 tac squads with missile and maybe plasma or melta gun as plamas are nicer now due to rapid fire rules and the ap2. you could throw in a dreadnought with 2 TL auto cannons or maybe a vindicator or perhaps both as vindicators are now better as they are str 10 on the whole template against vehicles and the flat out move mean you will be in range turn 2 easily. that is the basics for me at 1000 points and this should leave you about 250 points left to make your army match your fluff.
again this is just my opinion and YMMV

So your two tactical squads will be your two scoring units. If taking them I would not look at more troops, though Telion+scouts could be good, or maybe pedro to get more scoring units.
if you have one rhino, I would use another as they work well in pairs. [Buy a razorback, but do not glue the lid so you can use it as a rhino]
Guess you like your captain.
Then for the last 500 points or so? So much cool stuff, I would concentrate on mech as you have the rhinos.
Flyers and antiflyer units are important so I would try stormtalons, 2 just in case 1 dies.
So, may I suggest:
Captain, artificier armour, lighting claw/powerweapon
melta, combimelta, ML rhino
flamer, combimelta, ML rhino
stormtalon, typhoon missiles
stormtalon, skyfire missiles
then either
2 vindicators if you want to be in their face
or
2 preds auto/las if you are wimp
Just as a suggestion, but you have so many options

This is gleaned from my knowledge of playing against codex Space Marines, so take this with a grain of salt
The Librarian is really good. And is almost certainly the best generic foot HQ. I'm not sure what your stance on special characters is, but seeing as you are unwilling to add psykers to your army because you don't like them, I can't really see you putting famous people from other chapters- like Pedro, or Vulcan in your list either.
Your best bet then is to take a Bike Captain. That will allow you to take Space Marine Bikes as troops, which benefited a lot from 6th edition. That way you could run your two tactical squads, as well as a Bike Squad or two to really have some solid options on objective missions (read most missions). Artificer Armour, a Relic Blade, and possibly a Storm Shield will turn your Captain into an awesome beat stick. Who doesn't want a strength 6, toughness 5 character with a 2+ armor save leading their forces?
After that, Sniper Scouts got a significant boost this edition, as you can use them to try to pick off enemy heavy / special weapons or even characters if you are feeling lucky.
I played against my friend's ultramarines the other day, and his Vindicators were awesome. The change to blast weapons, and being able to get the full s10 ordinance if any part of the blast maker is over a vehicle makes them incredibly dangerous.
Storm Talon Gunships would be good. I haven't actually played against one, BUT fliers are good, and its weapon options look good, so its PROBABLY fantastic!
