I haven't had a chance to play very many games so I need some help from some veterans. I want to get a transport for my Salamanders army. I either want to transport a tac squad in a Rhino or some short range Devastators in a Razorback. Which would be best for a Salamander force? (for those who don't know, Salamanders focus on short-range firefights and are loaded with meltas and flamers)

Do not transport dev. squads, snap fire is not worth it, otherwise they can not fire. Maybe give them a razorback as it is a cheap tank but still then no.
Both rhinos and razorbacks with tactical squads both work with vulkan.
I think razorbacks are currently for the best. Their TL turrets are good for antiflyer threat. Whilst 5 man and non MM heavy weapon at the back scoring is worth it, as you have to be out of a tank to score and it is all about scoring.
Razorbacks also give a long ranged threat which is usually needed but lacking with Vulkan. It means you can spam melta and flamer elsewhere and still have the threat, essentially saving points on preds.

Devs don't generally need transports but giving them a razorback for fire support is viable, I do the same with my twin plasma cannon sternguard squad. If you kept the dev squad at no more than 6 you could use the razorback to make a late game objective dash in a big guns never tire scenario.
Rhino is a fine choice for a 10 man tac squad, I belive you can fire a multimelter from the hatch at full BS if the vehicle has moved up to 6", that would work pretty well. Or you can combat squad keep 5 back with a ML or LC objective sitting and move the special weapon and the sgt with thunder hammer forwards with fire suport from the razor.

IIRC move 6'' in transport is fire as moving, so a meltagun would be able to but MM would snap fire. As to your question, I would give the razorback to devastators IF you keep them out of it and use the razorback as a cheap tank. I personally wouldn't recommend transporting them, but take the razorback if you do to back them up. For tacticals, IMO a rhino is better as you can roll up and shoot a melta out the top hatch, or disembark and shoot a melta into someone's face.
IMPORTANT NOTE: You may know this already, but always buy the razorback kit, as you can take the turret off and use it as a rhino if you want.

just a heads up, if you buy the razorback kit you can make both and swap the top part when you want one or the other.
Not true with the rhino box

Just buy the razorback kit, as you can use either with a bit of magnetizing. or not gluing the turret on.
As for which you should use, I would rather take a razorback with a smaller squad, as the heavy bolter for 5 pts is great.
You can have 2 combat squads deploy in a rhino now, and split at the end, which is a great way to deploy lots of troops fairly early. In my pedro list, i tend to take 2 scout squads with a HB and snipers in razorbacks, and my 2 sterngaurd units in rhino's for quick deployment to objectives.
