If all you're going to do with your Dread is give him a low-cost magic item like that, you're better off leaving him as a Master and spending the other 60+ points on more troops. All you'd be loosing is one point of Ld - which you can make up by giving the Cold One Knights the Standard of Discipline for under a quarter of the points.

The Standard of Slaughter isn't worth the points either, and certainly not worth leaving your BSB vulnerable with only a 4+ save for protection. Odds are with that setup he'll never survive the first round of combat.

Dreadlords are best served with the usual unkillable setup and a pegasus or dragon. Otherwise take a master and save some points.

His Sister, Haelorn Wolfsbane, Mistress of the Coven of the Bastion of Burning Agony 315
Wielding the Sacrificial Dagger, carrying the Black Dragon Egg.

Never been much of a fan of the DE characters, to me it is points that would be better spent on a unit.

Acolyte Rotheris, Apprentice of Haelorn Wolfsbane 185
A level 2 Magician, she casts spells from the Lore of Shadows
She reads from the Tome of Furion, and bears the Seal of Ghrond and the Ironcurse Icon
lv2's are better off taking Fire, Metal, or Dark magic. Also a dispel scroll is more use than a 3rd spell on a lv2.

Master Forlus Manhunter, Champion of the war of the Reach, Banner bearer to house Wolfsbane 130
Carries House Wolfsbane Sacred Banner, the Standard of Slaughter
Wears Heavy Armour, a Sea Dragon Cloak and Bears a shield
A subpar standard as it is dependent on you charging. The only banners a BSB should take are Hydra or Nagarythe. He is much better off taking protection gear like the following: SDC, Shield, Armor of Etern. Serv, Dragonbane Gem. That gives him a 3+/4++/2++ which is way better than taking any of the banners.

The Carrion, a mercenary company of 30 Repeater Crossbowmen 320
Bearing a command squad consisting of a musician, a standard bearer and their Guardmaster Kelar Heartstab.
Crossbow champions are a waste of points unless you anticipate needing to accept a challenge.

The Wolfspears, Malekor’s Household Spears, consisting of 39 Spearmen 288
The Wolfspears carry shields, and have a command squad consisting of a standard bearer, a musician and their champion, the Lordling Rath Wolfsbane, Malekor’s Nephew
39 is too many, especially if they are being used for the Sacrificial Dagger. 25 is plenty, shields optional.

Malekor’s Sea Rats, Malekor’s Corsairs, and the men of his Black Ark, a band of 52 570
A Full Command Squad, with a Musician, a Standard Bearer bearing the Sea Serpent Standard, and their Reaver, Nero Rateater
570 points is far too much for a core unit IMO. I get what you are going for, I just think points could be better spent elsewhere. 30-40 would do just fine here. Not sure if you are just filling out core req points.

Malekor’s Vengeance, a coven of 27 Black Guard of Naggarond 381
Led by Han-Ithrim, Draichmaster of the Bastion of Burning Agony and the rest of his command squad: his banner bearer and his musician
Unless I missed an FAQ or rule, you can't take 27 BG. The unit is 1-20. They should always take Banner of Murder.

The Knights of Sorrow, Malekor’s Household Knights consisting of 9 Cold One Knights 288
Led by Lord Frell of House Wolfsbane, Malekor’s Brother, bearing the Enchanted Shield and the Luckstone, and leading his command squad, consisting of Rathelhir, his banner master and Coran, his Hornblower
If you drop the CO on the Lord, bump to 10 and take Banner of Discipline for Ld10.

The Arrows of Khaine, a battery of 2 Bolt Throwers 200
Without going in to much detail, these generally are seen as under performers. The points would be better spent on taking Shades.

The Menagerie, consisting of 2 War Hydras, and their Beastmasters 350

For a 3500 point list to not include Shades seems bad. They are wonderful at what they do, and are generally affordable considering. I'd also add at least one unit of 5 harpies as redirectors or as a screen to protect other units, or to hit war machines.
