To compound on what pretre said. The rules for the Nemesis Daemon Hammer tell us that it is a Thunder hammer. It is also an unusual force weapon due to the additional special rules. Thus the TH is both AP 2 and 3 at the same time.

Unique FW says that you treat it as AP3 with its own additional special rules. Those special rules make it AP2 and overrule the AP3. So, it isn't two things. It is just one.

Nothing states it overrules / replaces / removes the AP3. This makes no practical difference of course...

It makes no practical difference currently, but who knows what future rule may positively or negatively effect power weapons of a specific AP value?

You can choose to use it AP3 or AP 2  and anyone who chooses it to be AP3 on a 2+ is either very generous or lost an earlier bet...
All kidding aside since it is a thunder hammer it is AP2.
