I know terminators are tougher in 6th, but I would not want to walk a unit of 10 across the field looking for close combat. If you aren't going to buy them a ride, I'd recommend tactical termis.
If you are not going to give the captain wargear, I'd look at the other
HQ picks. A chaplain with a jump pack would be helpful to the assault squad. If you need to go straight basic no upgrades, get a librarian.
