So Eldrad is Mastery Level 3. I assume that that is meant to include the Staff of Ulthamar as well as his Spirit Stones. The problem is that up until now his third spell per turn could only be cast if not in assault, but could be a duplicate spell. Mastery Levels afford no such penalty about being in an assault when using a power. Can he use his third power while in assault now? Can it still be a duplicate power?

Rules and restrictions of the Staff still apply. So yes you can cast one duplicate spell as long as he isn't in an assault.

As near as I can tell (and HIWPI) you can either:
Use a third power if not in assault and it can be one that has already been used,
or
You can use three powers (assuming Charge 1) even if in assault but cannot use a power a second time.

Just let your opponent know before the game and stay consistent throughout the game and I doubt there would be any problems.

This is about exactly with my buddy came up with and so will probably be how we end up playing it.
