So the eldar codex says that exarch powers only confer to aspect squads of their same type. However, Karandras has stealth and Fuegan has tank hunter. Would this, because of the USRs' rules themselves, confer to a non-aspect unit as per the 6th ed rulebook?

And unless specifically noted, independant charectors' rules do NOT carry on to the unit.

Alright, but tank hunter is granted by an exarch power and I was wondering what people think about it applying to the unit because of the new USR's ruling in the 6th ed rulebook.

Karandra' Stealth is NOT an Exarch power. That is why (since 5th ed) any unit he joins benefits from the rule. The same is (now) true with Baharraoth (Hit and Run) and Maugan Ra (Acute Senses).
Exarch powers however only effect aspect warriors (and the model with the power) and Autarchs.

This is a case of the codex overriding the BRB. You are specificly prohibited from passing along those USRs that are part of exarch powers by the codex.

Well strictly speaking, isn't the effect of the exarch power "Tank hunters" giving the unit the tank hunter abillity, While the abillity "Tank hunter" gives the effect of re-rolling to pen if one or more models in the unit has the Tank hunter abillity?
Alternatively does this mean that if a Farseer joins my firedragons they can no longer use the Tank hunter abillity? (not that he ever does or would)

Seems pretty clear to me that their 'Exarch Powers' only effect aspect warriors, If not from their writeup in the codex then from the FAQ as listed above. The question i have is wether or not the other USRs they have are part of their 'Exarch Powers' or not.
A review of the Eldar Codex indicates they are not specifically listed as 'Exarch Powers', so i'd say they apply to any squad they join. (provided they otherwise would by virtue of each USRs individual rules anyway)
In the cases however that the use of an 'Exarch Power' would normally apply to the entire squad they've joined rather than just the model? You are out of luck unless that joined squad is of the appropriate aspect, as the FAQ specifically indicates that does not work.
