Green stuff isn't really suitable for taking moulds of existing models afaik; it's sculpting putty and will do exactly what you've seen there.
You need to get some moulding resin; I'm not the best person to speak to on that though search for moulds / sculpting / custom minis etc using the dakka search tool and you should find it.
As for getting the GS out of the cloak, keep it wet to stop it from drying and scrape away with a hobby tool, just be careful not to ruin the cloak.

Ok, well you did you use oil on the greenstuff to stop it sticking to the cloak? Because it acts as a lubricant so when the green stuff drys it doesn't stick the the surface you are want to make a mold of. and as for getting it out you will just have to use a knife or something similar. Also the fact that vulkan he'stan is in either metal or fine cast (can't remember if they fine casted him) then he wont be affected by plastic glue, but green stuff is, so if you really cannot get the green stuff out, put a bit of plastic glue on your knife so it can cut through it better. Be careful not to cut through the resin if it is in fine cast though. Hope that helps

you know those hooked dentist tools? if you can get hold of one of those it will help...
is your model metal or finecast? if its metal just go to down by scraping it out, if not, throw it in the freezer for a night (be carefull, this will also make your finecast brittle) but it will also make the greenstuff easier to remove

scrape it out will be the only solution.
Greenstuff is not the greatest for making a mold, but it can work. Make sure you use some kind of oil so it won't stick to the original or when you make a copy.
Even better: look up instant mold. This stuff works great, and is resusable.
