I can see it being effective, but you do have a lot of eggs In one basket. If you are facing a shooty army who brings everything on the board they'll really be able to focus fire on turn one, since you'll only have 2 units on the board. That said, Mephiston is a terror in small point games because opponents rarely have something to counter him.
