Shas'la with Pulse Carbine

So I am still new at building lists that are going to be effective but I want to get more into the gaming. Here is what I am going for any advice or suggestions are welcome on how to improve. My main opponents are orks, ig, and tau.
HQ:
Captain w/ power weapon, combi-plasma, artificer melta bombs 145 (would pedro be better with the sterns?)
Chaplian w/ terminator, combi-melta, melta bombs 140
Elites:
Sterngaurd w/ 3 x combi-plasma, 2 x combi-melta, plasma cannon (would multi-melta be better?) sarg w/ lightning claw and 1 of the meltas (captain joins this squad) 265
Terminator assault: 3x lightning claws, 2x th/ss land raider crusader (chaplain joins here) 450
Troops:
Tac squad 1: plasma cannon, plasma gun, sarg w/ plasma pistol (this is fire support squad that will sit in mid-field) 200
Tac squad 2: melta gun, ml, sarg w/ power fist razorback w/ assault cannons (this group is combat squaded with sarg and melta going in the razor for close attacks and anti-tank) 275
Tac squad 3: melta gun, multi-melta, sarg w/ power sword and rhino (another frontline squad) 225
HS:
Pred w/ triple laz 165
Pred w/ auto and laz sponsors 120
So that comes to 1985 not sure if there any good upgrades that I can take at that level. So that's it again any thing to improve for my games is welcome. Thanks

You have a lot of plasma for someone who's main foes are orks, IG, and tau. Of course, one of the perks with plasma is that it's good agains everyone.
Overall a solid list, so a lot of my suggestions are just personal opinions.
How is your sternguard getting where they need to be? They should be rapid firing bolters at close range for as much of the game as they can. Personally I use a GoI librarian to blip them around. Others use drop pods or rhinos/razors. The PC is not a good option here. You are going to be running around boltering things, so never get to shoot it (blasts can't snap shot) I dislike any of the options that take the bolter away, so just run plain or with combis. If you are going to give them a special/heavy weapon choose one that supports a mobile close/medium shooting unit. You can run sternguard as light dev squads, where the PC is a good choice, but I don't think you are doing that here.
Does the crusader come stock with a MM? If not, you are going to want one. If you need to bust open a tank to assault the gooey contents inside, you need to be sure it's cracked open before the assault phase. The combimelta on the chaplain can help with this if needed. Otherwise I like the terminator assault package.
Tac squads look good.
I think the TL las option for the preds os overpriced. That being said, the only AA fire you bring to the table is massed ground fire, so twin linking helps here. Firing both tanks at a flier should generate a hit, and if you are lucky bring it down.

I am a bit nervous about foot slogging marines. I know the games are objective based, but still I think they are slow and weak.
The main issue, however, is the lack of mech on the field in relation which could dilute the firepower hitting the raider, or at least giving the raider cover saves, or alternatively taking advantage of the raider being a bullet magnet.
If you give pedro as an option, I would use him.
Use 3 rhinos full of 2 sternguards and a unit of tactical marines.
Raider with your assault marines.
Telion with some sniper scouts with cloaks as the other troop choice.
2 preds with the 120 pt option.
Sternguard set up:
in a rhino try to keep on level with tactical squads. So 6 with 4 combimeltas and 2 heavy flamers, this gives a bit of everything.
Or 10 with 5 combimeltas and 2 lascannons, this will give a scoring combat squad when you use pedro which can sit and shoot.
In a drop pod full ten with 8 combimeltas and 2 heavy flamers.
I would not foot slog particularly, just not sure this works yet. So I would try 5 sternguard with 2 lascannons if you do not want to buy a tank, but only if you have pedro.
Unfortunately armies now need an antiflyer defence. Which probably means a ADL with quad gun.

Thanks for the reply. First the plasma is a fluff choice, I have always liked plasma so that is why I use it. Second I wanted to try out a footslogger list for 6th as vehicles have taken a hit but here is the updated list making use of the suggestions
HQ
Captain artificer, combi-plasma, power sword 140
Chaplain terminator, combi-melta, melta bombs 140
Elites
Sternguard rhino, 3 x combi-plasma, 2 x combi-melta, sarge w/ combi-melta 2 x heavy flamer 285
Terminator assault 3 x lightning claws, 2 x th/ss land raider crusader w/ multi-melta 460
Troops
Tac squad 1: same but add rhino 235
Tac squad 2: switch razor weapon to tl lascannon 275
Tac squad 3: same 225
Heavy
2 x pred w/ autocannon las sponsors 120 each
That puts it at 2000pt even.
