Hello People, I have a question for you guys: Would it be fair for me and the opponent if I played with the old Necron rules, but without Phase Out?

If you and your opponent agree, you can play anything you want. The old Phase Out rule was designed to add balance for a codex 3 editions ago so it'd probably be rather hampering in this edition.

Go ahead. As long as your opponent agrees anyway.
Phase out was a stupid rule anyway. It will not be missed.

Well, to be fair, the monolith was fairly awesome.
Then again, that was mostly for compensation.
