Clarifying:
Crisis Suits have can get a toy called VectorRetroThrusters. It says "The character benefits from the Hit & Run" in the RB. The RB says Hit & Run only needs one model to have the ability to grant to the whole unit. Sounds very handy for when your XV8s get nabbed in h2h by pesky muhreens.

The tau 'dex description specifies that it is: "IC and single-member teams ('Monats') without drones only."

What a crappy sentence! It doesn't have a verb, puts an 's' on the singular Monat and implies that a 'team' can consist of a single member.

Okay, we're not here to make fun of Mr. Hoare's abominable grammar. Still fun though.

Anyway.

Q: Does VRT give the whole unit H&R? Or no, because the last sentence fragment (incomplete clause) in the VRT description says otherwise.

I believe this is a case of Codex > RB. That is, no, only one suit is going to have H&R.

The IC and single monats team only is a requirement to wear the wargear. If you put it on a commander and then join him to a squad it does give the whole unit hit and run

It says team because that is actually what the entry in the codex is called, even if it has one guy in it.

As I read it, you can purchase it on a Commander without drones or a Crisis suit team consisting of a single member without drones (you could possibly argue that the drone restriction does not apply to the Commander). You can take the Commander and attach it to another unit to give that unit H&R.
