When it comes to the various flavors of anything...your first concern should really be do I like this enough to paint a few dozen of them over and over again.
People play Blue Marines as shiney marines, Emo marines as Viking marines, angry marines as blue marines without too much fuss. However, if you don't like the color scheme/style of the chapter you choose - well, your chances of actually completing it drop significantly.
GW used to have a fairly extensive gallery of the different "official" chapters - but that has been replaced with a more watered down version of it. Not sure if anywhere has picked up where they fell short - but you can trudge through the list over here:

Most should have pictures and other information. If you don't find anything you like - there isn't anything wrong with choosing your own scheme and just going with that. Fill in the background later after you get your designs squared away.

In regards to DIY Chapter vs. First Founding vs Successor Chapter, it all depends on which interests you most. As Sean_OBrien said, if its a chapter you're really not into, for whatever reason, then its only going to reduce your motivation to paint. And no motivation to paint = plastic grey armies = no fun for anyone.
Just choose a chapter who's colours, background, characters and general feel appeal to you most. Now sometimes, that may be several, but even if you could narrow the list down to about 3-5 Chapters, that goes a long way to helping you decide which Chapter you'd want to make an army out of.

I'd think it mostly depends on how you feel about the game in general. I mean, if you like creating fluff, then do your own armies. If you are one of those guys who has every book on Black Library, then maybe an official chapter is more your style. Do you have a cool paint scheme in mind for your own guys or is it easier to pick one with the cool built right in? If you pick a pre existing chapter, you get all the iconography, brass bits, upgrade kits and all that, which may be more difficult to do with a home grown chapter, but you are more limited in the way they tend to do battle and all that. I'd say Ronin has about the right idea. Find a few chapters you like, for whatever reason you like them, include one of your own and whittle it down. And I'm pretty sure about half of the people who have a favorite chapter didn't really have a reason when they first started liking them, but have come to rationalize it later.

Well the reason i decided to get into this wasn't just because i got a hold of some models I have read a lot of black library books and a few of my guy friends are thrilled to have a girl to play against.
I want to use the same colour choices for my marines as i do my guard allies that my guard is a pdf force (i think thats what my friends called it )
they currently look like the guardsmen on the cover of cadian blood

If you use a chapter with an official history, you can draw from that, tie your army into it, and in general have a whole bunch of cool background to draw on. But you also have to answer to all the crummy fluff and poorly written stories. DIY chapters you are the source of all fluff. What you say goes, and you can do what you want. But it pretty much stands alone.
If you do a DIY chapter you can use whatever rules you want.
If you paint them as Ultramarines and want to use the Blood Angels codex, you may get some funny looks. From a mechanics standpoint, some codexes are more powerful then others, they all play differently. But new rules come out and change how things work, and the relative competitiveness of armies. But rules aside, Blood Angels are going to be a close combat army and Ultramarines are going to be mediocre at everything. You can run into problems where your Dark Angels ravenwing bike army is better fielded as a Codex SM bike army from a mechanics POV, or which all terminator army is best.
But as rules may flux, and fluff may be rewritten, your paint job is eternal. And if you are going to be building an army, you are going to be painting a lot of the little guys. So go with something you like. There is no wrong choice.
