Saga of the Hunter gives an IC the ability to outflank, however it does not explicitly say that it gives said IC the Outflank USR. There is an argument now brewing that since the IC does not actually have the USR, just the ability, that he cannot then confer Outflank to any unit he joins.

The only way to resolve Saga of the Hunter on an IC is to read the Outflank USR. There are no provisions as to what just having the ability to outflank entails thus I cannot see any restrictions on when referencing the Outflank USR you do not use it in its entirety, including confering it upon units the IC joins.
