At first glance I think he may be a little overpriced in points...I might put him at 200 or so initially, but that's without any playtesting so you probably know better than me. As for the rules, I think you did a great job incorporating lots of different abilities into his arsenal and I agree with all of them except the FLUDD somewhat. I agree that it shouldn't do damage, but I can't think of when it would really be useful considering his WS and 4 attacks in CC. I would think he would want to get into CC instead of avoiding it, but it may have some tactical use that I'm missing. If the range was increased to 18" or if it pushed enemies 12" away it could be a lot more useful IMO. Or maybe if it granted him the 'Hit and Run' rule it could be more effective. Overall nice work!

Place Charizard where Flare Blitz hit. he takes a S5 hit.

Trainer:
at the start of the game nominate one model to be Charizards Trainer. Charizard may be deployed with the army as normal or in the possession of the Trainer. he may be released within 6" of the Trainer and returned within 30" at the start of any of the owning players phases. Charizard is automatically released if his Trainer is defeated.

If Charizards trainer is an Infantry model Charizard may carry him if he is within 2". place the Trainer within 2" of Charizard after he moves.

Oooh this would fit very well with my current project! Nid'tendo! I already started converting Tyranids to a Mario theme. With a little greenstuff: Gants become Koopas, Ripper swarms - Goomba hordes, Carnifex - Bowser'fex, Gargoyles - Lakitus Cloud, Lictors and Malanthropes - Piranha plants in pipes. Maybe a Sodapop mini or St. Celestine for Peach?

Yeah I've had a lot of time thinking about this! Now I just need to finish my commission job to finish it! I think I might pit the "Mario" against the 'Nids when I am finished!

Why not make it so the FLUDD causes opponents attempting to charge him to do so with D3 or D6 less range. I.E. You roll a D3 or D6 when he gets a charge declared and your opponent reduces their charge range by that amount. Yes, it's like the cryptek power for necrons but it works in this case, it seems. Doesn't use up your shooting attack and still achieves what you're looking for.

Excellant idea, I wrote this back in 5th so there will probably be some confusion.

P.S the army of nid'tendo sounds awesome.
