it says in the swooping hunters part of the flying monstrous creatures section that they can fire two weapons. does this mean that a flying daemon prince Phuket can fire two psychic powers ( with the mark ) or fire a warp charge 2 power?

Daemons codex are the only ones that are flying mcs. C:csm daemon princes are jump mcs and cannot be flying mcs since jump mc is not a flying mc.
Choas daemons have daemonic gifts instead of psychic powers so I take it you are talking about csm which you no longer have an issue.

I was told by our local CSM player that all non-English CSM now have the Winged DP as a flying MC. Can anyone verify that?

That's correct.
So did the White Dwarf.
It's likely due to last minute change that wasn't communicated well more than a typo in the English FAQ.

From what I understand, some do and some don't.

They are exactly as in the FAQ.
So yes, in the English FAQ they are Jump Monstrous Creatures.
It doesn't matter what other languages say, I shouldn't be expected to have to learn Spanish to play a game already available in my native language.

So if I learn Spanish my CSM DP is a FMC instead of Jump Troop? When was the WD printed in comparison to the FAQ?
Then again in a month or so it shouldn't matter as I would hope the new dex clarifies it.
Which is it?

That's my point: if someone was to offer a game, but wanted to use a foreign language FAQ, then I'd probably decline the game. I think it's fair to expect everyone to know their own army's rules and have a copy of their FAQs; I don't think it would be fair at all to pull out a foreign language FAQ that says something completely different to my FAQ and expect me to know about it. Otherwise, where do you draw the line? Should I be learning a dozen languages fluently so I can fully understand the rules? And how do I determine which discrepancies are wrong and which ones properly convey the rules as intended? By all means house rule it to be consistent with the other FAQs, but if you're playing a game using an English rulebook and English codices, then you should stick with using the English FAQs as well. Edit: apologies if this post sounds aggressive, I don't mean it to sound that way. And you're right, hopefully the CSM codex will be out in September as rumoured. By then the next round of FAQs might even be out
