Ignoring that Eldar are bad in this edition, I'm playing around witha couple of lists for a game Friday. Both are similar but different.
List 1:
eldrad
maugan ra
9 harlies with kisses, death jester, shadowseer, kisses
5 rangers
3 jetbikes with cannon
10 dire avengers with exarch, shimmer, defend, bladestorm
3 jetbikes with cannon
6 swooping hawks with exarch
nightwing (we allow Forgeworld)
3 war walker with scatter laser
wraithlord with scatter laser, 2 flamer
wraithlord with scatter laser, 2 flamer
defense line with quad gun
or list 2:
swap eldrad and 1 wraithlord for a farseer with doom,fortune, runes, stones and a support battery of 3 d-cannons and a sword for remaining wraithlord
Advantages of list 1: Extra power from eldrad, redeployment option from eldrad, 2 wraithlords
Advantages of list 2: farseer has fleet so he can join the harliquins, 3 d-cannons will create a fairly effective no go zone behind the barricades
Questions: Obviously which list is better. Is Maugan Ra the best phoenix lord for this list? He provides some shooting going in (with precise shot) but karandas has more attacks at higher strength in assault. The forgeworld lord could be cool as well but cost more and isn't painted yet.

I really think the list is all over the place. How many points is the game (no idea how much the Nightwing costs)?
Eldar really have to focus due to being an older book...if you want to go on foot everything is on foot (except if you want a flyer), mech/bikes - everything on a bike or in a transport.?
A few other questions, then I'll be able to help you make a more effective list.
Do your war walkers have only 1 scatter laser or 2?
Swooping Hawks are still not worth it this edition, I would use the points elsewhere.
Why a Phoenix Lord? Also what else do you have available?

9 war walker > 3 war walker + 2 wraithlord
The real problem with eldar isn't their lack of effective units, it's that everything is over-costed.
i.e. swooping hawks, wraithlords, and as cool as they are at 19 points per model rangers are too expensive.
The lists you have are neat. Best of luck. Maybe consider some dark eldar allies to provide some anti infantry support, 5 warriors w/blaster in a venom w/ 2 splinter cannons is only 125 points.
I think (no codex on me right now) harlequins in the deldar codex can get grenades, in the eldar codex I don't think they can.

Casper- sorry 1850 points. Nightwing is 145 points. However I'm not really interested in a list make over. Tweaks sure but mostly interested in where people fall on the Eldrad vs. farseer debate. I'm really torn between the two.
War walkers each have 2 scatter lasers (I don't think you buy them with just 1- not that you would want to)
Swooping hawks aren't bad in this edition, now that glances can take down vehicles. Basic idea is to have them man the big gun until a land raider or something gets to close.
Phoenix lord is a fairly mandatory upgrade for harlequins now. His 2+ save is needed to protect them from overwatch fire (AP2 shots get shunted to a harlequin in cover with a 2+ save). Both are re-rollable with fortune.
Jcress- Harlequins in both books get grenedes from the shadowseer. 9 warwalkers are clearly better but I'm not a fan of spamming units, even if they are effective.

I only spam units when they're effective. Yeah, wraithlords are really cool. I'm probably going to buy a couple of the models just to paint.

If you want an exarch manning a gun put the dire avengers in it.
If your going foot you want the Avatar...hes cheaper than any Phoenix Lord and the fealess helps with everything in the army.
