Sorry if this was asked couldn't find the post but here is my question.

In the chaos FAQ Terminator armour gives bulky, deep strike and relentless special rules but the same entry isn't in space marines, grey knights or other faqs. Do they follow the same rules or am I missing something?

Also does that mean a chaos lord in terminator armour joins a havoc squad they have relentless?

slow and purposeful is applied to a squad, relentless is applied on a model basis.

On page 39 of the new rulebook under Independent Character, Special Rules, it is stated that a special rule is not conferred from the IC to the unit or from the unit to the IC unless specifically stated in the rule itself. So no the havocs do not get relentless.

Regarding slow and purposeful, it is not granted from the IC to the unit, so much as the effect of the special rule that the IC has is extended to apply to the entire the unit.

The reason this only appears in the CSM FAQ is because the loyalist codexes are 5e and already specify those rules in their entries for Terminator armour.
