Hey,
I'm new to WHFB and I was wondering, if you give a vampire a great weapon (always strikes last, right?) and the quickblood power (always strikes first), which takes precedence?

The only time that isn't the case is with High Elves, whose rules specifies that they ASF, even with GW per the FAQ for them.
They also reroll to hit if they have higher initiative which is quite often.
