Is a Blood Angel Captain able to exchange his boltgun and bolt pistol for 2 Hand flamers? If so would he get 2d3 for an Overwatch, since Hand Flamers are both Template weapons and Pistols?

Since he can only fire 1 weapon normally I would assume no he can't fire them both.

Pg 52 BRB 2 pistols count as gunslinger and can fire both pistols in the same turn.
Both pistols have template profile so they can both overwatch.
