I have a shooty SM army that includes, Libby, Scout Snipers, 2 Tactical Squads, 2 Thunderfire Cannons, 2 Stormtalons, and the Aegis Defense Line and i want to include some scoring termies for mid-to-far field objective grabbing. So that leaves me with either DA or GK but i havent played either so im not sure which will be best, but i am leaning toward GK cause they have good selections in all their slots.

But these are the selections i have roughly thought about.

GK
Ordo Malleus Inquisitor - terminator armour, psycannon, nemesis deamonhammer - 80pts

10 man Terminator Squad: 475 points 2 psycannons, MC-Hammer, 2 hammers, 2 swords, 5 halberds, psybolt ammo

OR

DA
Belial w/TH, SS- 130

5 Terminators w/2-SS/TH, Cyclone, Apothecary- 265 5 Terminators w/2-SS/TH, Cyclone - 235

I've looked at GK allies for my BTs, but I can't seem to balance point-sink/awesome options for them. They tend to cost a lot and are gonna attract a lot of firepower (which could be a good distraction).
So I would lean more towards Belial and his squad. For their (relatively) low point cost can be a good unshakeable objective camper or a good assault squad.

I would consider space wolves with Logan, just for a rock that can drop pod down and not move. This costs a bomb, probably not really worth it but it could just be what you are looking for.

Also BT are not what you are looking for but their shooty termies will suit your list, as would their shooty crusaders.

I would take DA, they are so cheap, and the CML means they have a long range which fits nicely with your list. The banner is a good deal, also I would give them a vanilla librarian with termy armour and SS to boost them.

I like the GK, but I disagree on your choice of Inquisitor.

There are 2 options for Inquisitors if you want a silly squad.

1. Malleus: Termie + Psycannon AND Psyker

You get another 2+ save and another Psycannon, I'll explain Psykers later...

2. Xenos: Ulumeathi Plasma Syphon, Rad and Psychotroke Grenades, Power Armour (optional), Psyker

Plasma is now the real deal to remove Termies, so Plasma Syphon makes this useless. Grenades are obvious.

Inquisitor Psykers are great, they keep Hammerhand (which is good as they are Ld10) and you can take Divination. By far the best support power. They have great powers and if you choose the Primaris you get to re-roll your shooting hits. Great with Psybolt Ammo and Psycannons.

Or just take Logan.

The correct question being what are the best allies for a shooting space marine army.
I would recommend something nimble, depending on if your a block foot horde or mobile shooting army, if anything I would reccomend IG, for their flyers for speed, and there blobs for meat shields.

Inquisitor Psykers don't get to keep Hammerhand, only Librarians do.

Space Marines as allies of Space Marines is a bit meh. I'd go for some Xenos combo which I think will be more fun to combine.

Guard is possibly an option, but I am a huge SM fan/player so would love to keep the allies as SM.

Well, if you have a shooty, lumbering army, I'd go for a fast-moving or cc oriented ally.

Space Wolves?

Get a Rune Priest w/ Divination, a Squad of Long Fangs, and a small squad of Gray Hunters with maybe a Wolfguard leading it.

Take Living Lightning or something as his base power, so you can auto hit stuff if you want.

Give him Runic Armor so he can take two powers. Jaws and Living Lightning? or even two divination powers...

490 pts for a 10man Grey Hunters Squad w/ 2 Plasma Guns, a Rhino, a Rune Priest w/ Runic Armor, and a 2 Lascannon/3 Missile Launcher Long Fang pack.

Edit: Everything in Divination is good for a shooty army, too. Even if you get something that's slightly bad, you can change it for a unit to reroll hits.

So, The good options that I have heard so far is;

1) Death Wing Terminators - Scoring Terminators that can take TH/SS and a Cyclone

2) Grey Knights - Scoring Terminators that can be outfitted with a variety of equipment, good selections in other FoC slots

3) Imperial Guard - Good Fliers, Cheap infantry/meat shields, Good Heavy Support

4) Space Wolves - Good Troops, Great Psychic Defense, Long Fangs with ability to get Divination

5) Blood Angels Assault Marines - Gives some CC potential and access to FnP Troops

Have I missed anything? And the SM list that I will be using so far is;

HQ
Librarian - 100

ELITES
Rifleman Dreadnought - 125
Rifleman Dreadnought - 125

TROOPS
10 Sniper Scouts w/Telion, ML- 190
Tactical Squad w/LC, PG, PW, Rhino - 240

FAST ATTACK
Stormtalon w/Typhoons - 155

HEAVY SUPPORT
Thunderfire Cannon - 100

So you're at 1530; building for 2k? So that's 470 to work with.

If you want scoring units to grab far objectives, I would think the obvious options would be aggressive/assaulty ones, and of course stuff that's efficient on points.

Runepriest: 100
10 GH with 2xmelta, banner, mark of the wolfen, pod: 215
8 GH with melta, banner, mark of the wolfen, pod: 185

Just drop the Rhino from one Tactical squad, as you won't need both to move far with 18 GH dropping up-table. The runepriest can drop with the GH if you want a little extra punch up front, or stay back and join the SM/offer psychic defense.

Alternately, you could take a cheap inquisitor and two squads of 5 GK terminators for the points. Lower model count, but all armed with pw of various kinds.

I dont know if I like the Drop Pods though. Maybe just Rhino's?

And I want to build this to both 2000pts and 2500pts

The pods are probably more reliable in this edition. Rhinos could work, too, though.

Also, if you did take the SW, you might consider dropping a squad of Tacticals. The GH fill a similar role, and you'd still have a good count of scoring units.

Are you sure you want allies?
Another rifledread, rhinos being made into razorbacks, another thunderfire cannon, another stormtalon, then some fortification.
The weakness part of list is that you are using tactical squads.
Let the ally be the scoring partner and you take the cool stuff.
Allies can get more scoring units by using platoons and combat squads, plus the weird ravenwing thing as well maybe there are others.

From your list I think the main things are the stormtalon, I think they are actually quite weak when by themselves, I would want to bring flyers to support them.
This will mean GK termies in a stormraven which fits your description.
Else IG to bring flyers, also master of ordinance as that improves reserve rolls, then maybe chimeras. Also bring Marbo.
