Try going to the UK site for Games Workshop. They ask the same thing.

There is a law in some countries that requires these messages to be posted. In the US, the same cookies are put are your computer, but no law mandates that the site has to tell you.

If I had to describe the rule system (quick start rule can be downloaded on the web site), I'd say it's a mix of Warmachine, Dark-Age and a little tiny bit of warhammer fantasy (because of the artefact options for warlords and characters).
The starter sets all includes aproximatively 160 pts warband (depending on the items you select for your warlord and character) and games are to be played at two levels, 160 pts and 300 pts.
