Yup, you just have to drill down in the steam file structure to find the game's folders.

I enjoyed the original Dawn of War game alot, and have lost the booklet which has the password printed on it...
So Im considering repurchasing it all off Steam. years back I seem to remember some mods which allowed me to take off unit caps and unit limits and such, where can I find a safe place that have mods?

Games on Steam work the same as those from a disc. You just need to go to your Steamapps folder and find the game listing. In there's the same folder structure as you would find normally. I don't think there's anything that'll stop you from using mods with a Steam game really (though I haven't used anything bar the DLC for DoW with my Steam version).
Just a heads up though, Soulstorm has ridiculous map loading times in case you buy it from Steam. =/

Mind you, some older games may not work well with steam once modded (this is generally not a problem for new games but then newer games are generally less moddable).
Getting Rome Total Realism to work for example, on the steam version, was a complete pain in the butt.
Fortunately, DoW1 and the expansions have built in mod support so Steam doesn't get in the way of that.
