They can't charge the turn they get out of the Rhino. By taking the Meltagun you lose a close combat attack and don't really gain anything (
WS 3 is not reliable and he'd have to be in the front of the squad, which means he'll be the first casualty). Grey Hunters cost the same point wise and are better.
There are times to take Blood Claws. You have to take advantage of what they give you over Grey Hunters though. Which is only one thing these days: numbers. If you aren't taking 15 of them I wouldn't bother.

These things are point sinks. Typhoons might not be that bad, with a 48" Missile Launcher. You can keep them back. But they really just aren't that grand anymore. AV10 is really week and with only 2 hull points you'd have to kill a lot of Marines with your Heavy Flamer to make it worth even taking.
Maybe Deep Strike + Multi-Melta for anti-tank. But the short range weapons are no bueno anymore. I'd really just prefer to take more Grey Hunters.

That's not really a plan... No one is going to be afraid of a Rhino full of Blood Claws. For that plan to work you need something scary.
