Codices and the rulebook are full of quotes by different characters. My question is, are these quotes made up in the making by the writers, or are they taken from older sources? Like from novels and such?

Its 40K it varies - some quotes being used date back to the very first books - some are new.

Yeah, a number of quotes date back a bit far, and some of the quotes are more like wise-sayings, than direct character quotes.

Some are just cribbed from other sources - like other well-known literature or movies.
