I dont know if anyone has tried this or not...but have a democratic ruling on any rules discrepanancy.

Basically this is how I see it... You still have a Tournament organizer, teaming up players, making sure that lists are legal. Have timed turns based on game points. But if there is a rules question that stops a game... It stops all..timer stops, the rule is questioned to the group and voted on. You will need to be upfront on how this will work, but I seen players use the time on
a rule question to eat up a Tournament round.

I guess it depends on how large of an event. A lot of rules questions involve looking at the current state of the table. Not sure you want to have people file past a table to get the sort of look they would need to make an informed vote. You might be able to get away with this at a small format event but seems clunky honestly.

That said:

1. I am pretty sure I don't want to be dragged away from my game every 10 minutes to vote on a rules issue. I'm there to play my game vs my opponent. It will disrupt my "mojo". : )Particularly if it's a problematic table you could have multiple rules issues in a short span of time.

2. A majority doesn't always vote "correctly". You could have problems with local influences or popularity of particular players within a community voting favorites or voting in their best interest.
