At a tournament recently, my game finished early.

Doing the rounds, checking out the other games in progress, I saw someone pick up a 2, turn it to 3 and call it a wound.

It wasn't even close to an accident. The opponent was looking the other way, the dude was picking up misses and turned one into a hit.

I didn't say anything, though in retrospect maybe I should have told the TO.

My policy tends to be, at a tournament I won't interject into a game that isn't mine. I.e. two people are having a rules dispute, or I see someone do something that I don't think is legal, I won't say anything unless someone asks.

I wasn't sure what to do after seeing this dude cheat, I'd never seen it before.

Tell the TO and they can keep an eye on the game. Chances are it will happen again and then the TO can catch them red-handed.
