The Defense line is difficult terrain (pg104) and models in BTB with it are treated as BTB for purpose of charging/fighting.

Of course a model can stand on top of a piece of terrain as long as it's not considered impassible.
Not sure why anyone would want to place a model on top other than to give an increase in height allowing them to shoot over a combat.

Maybe he gets hit with a lot of barrage weapons and wants to claim a cover save no matter which side of the AGL the blast lands on.

I have an addon question to this.
How close do you have to be to the defense line to get cover from it?
I am asking from the attackers point of view. So if unit A is behind defense line and unit B moves within an 1-2 inches of the defense line, does the attacker now get the same cover save as the defender?

It says "in cover", which would generally mean 25% obscurement.

True LOS that mother.
get down and look to see if the Defender is at least 25% obscured from the vantage of the Attacker.
This does mean that given the right terrain/circumstances Moving a little bit closer to a unit that is a little far behind the lines will negate their cover entirely.
