Lets say I'm playing a list that consists of Guard with:
Command Squad
Vet Squad
Vet Squad
3 Vendettas
Marbo

If I choose for the Command + Veteran squads to be mounted in the Vendettas can my entire army start the game in reserve?

The way I see it is: The book says you cant reserve more than 1/2 your force but flyers must start in reserve and you can mount troops in the flyers and they are thererfore forced to reserve and don't count to the 50% limit.

2nd Question.
If I have an Astropath in Resevre with the Command squad +1 to reserve rolls, does this still apply to rolls on Turn 2?

1. No, you don't have to start them embarked, so they aren't required to start in reserve.
1.b. Even if you could, nothing could come in at the end of turn 1 on your side, so you would have lost the game.
2. Not sure on the exact wording, but no unless it says otherwise explicitly.

They are not forced to embark, so DO count towards the 50%

And even if you could, if you have no units on board at the end of any turn, you'd auto-lose that game. And as you wouldn't have any models on board before reserves arrive in turn 2, you'd lose at the end of the fist player turn before you'd ever get to place a model.
