The way the "Choose a Target" rules are worded seems to imply that you've always got the ability to check line of sight; it doesn't say "then you check line of sight" or anything like that. In any case, it'd be very hard to actively avoid checking LoS, since even a cursory glance at the table will still give you an idea. Regarding the permissive ruleset, the rules cannot possibly give permission for everything. I have a legal right to look across the table, and the rules do nothing to prevent that. It'd be like saying that rolling dice between turns just for fun (we often do that to try and recreate good or bad dice rolls) is against the rules.

Even that would be hard to justify, you aren't even necessarily performing the action of "checking line of sight" just putting your head in a certain position you want it in.
I don't think any player is going to extend the ruleset to "you are only allowed to move parts of your body if the rules say you are".

Interceptor Drones can disembark at any point during the Sun Shark's move (even though models cannot normally disembark from Zooming Flyers).

I have a bit of trouble believing that this question actually got posted...
...but anyway, 'line of sight' is a 'general principle' of the game (pg 8), which means it is just something you as the player do. While there are times the rules require you to check line of sight, as a player you can always simply bend over the table at any point and check the point of view of a model.
