Neophyte Undergoing Surgeries

I have recently got back into warhammer 40k and after six battles in 6th edition with my Ultramarines my record stands at 2-0-4.
My Space Marines dont seem quite as solid as they used to but i think my army selections could possibly use some work. The majority of the time i play 1500pt battles against Eldar and Chaos (my friends armies), what units from my army list below are useful? and what could i possibly add to hopefully win more matches?

-Honour Guard
-Chapter Master x4
-Captain
-Librarian
-Tactical Squad x2
-Standard Terminators
-Scouts x5(snipers) x7(blades/pistols)
-Sternguard Vets
-Landraider
-Razorback
-Rhino
-Legion of the Damned
-Drop pod
-Tech Marine/Master of the Forge
-Servitors x4
-Landspeeder
Those are the Space Marine units i possess I would appricate some input on which to use and how to use them, also additions so improve my army.

Got the typhoon? If not, try a dual HB or the fav MM/ HF.
No rhinos. If the points are too shallow, then put the razor in, with LC/ PG. Maybe the LR if you need to push to 1500, it having ea & mm.

A lot depends on what gear/upgrades the models have.
Give the rhino and the razor to the tacs. Combat squad the one with the razorback. Put a geared up captain with the tank half and got take somebody's objective away from them.
Field a bare bones librarian with gate of infinity and null zone with your sternguard. Blip around shooting stuff.
Standerd terminators deep strike in to reinforce whoever needs it.
Speeder flits about, doing whatever it's gear is suited for.
Both scout squads could be added. Reserve the CC ones for a late game objective grab.
Depending on wargear and squad size, that should put you in the 1,500 ballpark. It might not be hyper competitive, but should be playable.

I greatly underestimated my Librarian and havent yet used him in 6th edition so i will definitely work him into my army, i like the idea of pairing him with sternguards and blinking around.
I usually give the Razorback LC/PG upgrades.
Should i use both Tac squads? and have both at 10 men?
Are Landspeeders worth having more then one of in a 1500pt army? (or are bikes a more worthit investment).
What other additions could i add to make a more well rounded army?

Speeders can be worth it there just a second line unit and harrasers.
the Razerback , I like LC/TLPG but some people eat up the 1,s and now that it gets hot on Vehicals it can bite you so TLAC is also an option
I think you should use both squads of Tac but Im a fan of bodys on ground methid
Nevelon has around the right idea with his post.
Bikes I have seen are worth it T5 marines with movement. Its nice

Both tacs, full 10 man squad, every game. Unless you are doing a wacky list, they are the core of your army.
Speeders are maneuverable and flexible. I field one or two in almost every list I build. Often completely different roles, but still there.
As to what to add,
You don't have any dreads. If there isn't a good reason for it, I'd suggest adding one. Like speeders, they can be equipped to fill many roles. Gear it for close work (or go ironclad) and put it in your drop pod, or slap some big guns on and use it for fire support. Either way is good. You do own a lot of elites though, but are light on both fast attack and heavy support slots.
Predators are underpriced for what they do. I'm a fan of the auto/las config. Vindis and TFCs have their uses and supporters. Owning a Dev box is worth it, just for the options it gives your tac squad. Devastators are probably the weakest HS pick (but still useful)
With 6th's direction wound allocation, the maneuverability you get from your FA picks is more valuable. The only really bad pick here are the vanguards, and that's because of the points you have to pay to get them.
When expanding your army the most important thing to consider is your play style and tastes. I like to suggest that you have one or two things from every slot.

My play style with Space Marines usually encompasses being able to get to my enemy quickly and be unpredictable, causing serious damage and forcing them to change strategies and possibly make mistakes. To accomplish this i tend to favour Deep strike capable units (speeders, terminators, legion of the damned etc). As i said my friends who i most commonly play against field Chaos, Eldar, and the Occasional Orks and Nids. The eldar and chaos almost always include alot of vehicles/armour and as you pointed out (im lacking in HS) so i adapted to find other ways to take out my opponents armour quickly with fewer casualties.
Against Chaos i struggle to fight against Khorne Beserkers and Plauge Marines which are usually fielded against me, combined with a Daemon Prince HQ. I have actually never won a match against Chaos.
Against Eldar im almost always facing off against the following: Wraithlord, Wraithguard x5, Dark Reapers, 2 farseers, Wave serpents x2 (each with a Dire Avenger squad), and falcons.
The Orks and Nids dont present the same threat i have regularly beaten both in the past, and i tend to play better against mass raises.
Should i change my play style? i could see how my deep striking method and my tendency to favour offensive play could be problematic.

These are not brilliant, I would put them in a raider, use them as bad assault termies(that is you roll up and hit the enemy where you want)

4? not sure why 4. In the short term, just to bring honour guard to make the raider useful, I like a chapter master. Again what weapons.

ON a bike maybe, otherwise they are useful as they can bringa command squad but just bring a librarian, talking of which...

Not so cool but you need troops.

I want a heavy weapon on these guys, they are ok.
-Scouts x5(snipers) x7(blades/pistols)
snipers with camo cloaks are cool, otherwise not really. Then bring Telion.
-Sternguard Vets
Then are really good but you need them set up well and in the right environment.
-Landraider
These are expensive but to slam assault units into the enemy they are useful.
-Razorback
Good turret upgrade and these pretty great.
-Rhino
Good and cheap. I would take multiple rhinos or multiple razorbacks.
-Legion of the Damned
These are too expensive, they can be made useful but you want a better unit.
-Drop pod
These things are awesome. 1 is a suicide unit. 3 or 5 land a good amount of alpha strike guys, bring deadly stuff to and turn 1.
-Tech Marine/Master of the Forge
Can be made useful, but for now do not consider them.
-Servitors x4
These can be ok in other codices.
-Landspeeder
These are all right, depending on weapons..
So
librarian in termy armour with SS, he might be?
10 stern guard with 8 combimeltas 2 heavy flamers in a drop pod.
5 sniper scouts
10 tacs, melta and lascannon in a razorback.
10 tacs melta, combimelta, missile launcher
Land speeder with typhoon and heavy bolter
Anyway I recommend playing high enough points to make vanilla marines work, then low enough so you are only bringing your powerful units.
