I was reading over on Warseer where they have a Tau Tactics thread. They seem convinced that if a character buys the A.S. system then he can pass on Slow and Purposeful to his Unit based on the description in BRB.
It states in the codec, however, that in order for a unit to gain the benefits from the system all models must be equipped with it.
Doesn't codec rules trumph brb rules?

The way I read it is the Codex says all models much have Slow and Purposeful to benefit from it. The new BRB says if one model has Slow and Purposeful the entire unit has it. What I find more interesting is the Tau codex says Slow and Purposeful can be turned off in the movement phase so you can still over watch if you did not need to use it.

That is correct. You can't buy the A.S.S. for one member of 3-man Broadside Team and provide the benefit to the entire team. You can, however, give your Crisis HQ an A.S.S. and attach him to a unit, such as Broadsides, Space Marine Devastators, and so on.

Yeah, there is some unintended cheese there with a relentless Jet Pack Infantry character able to provide Slow and Purposeful to an Infantry Squad with it deactivating in time to allow Overwatch shooting.

But it is there RAW.
