Hello I've been reading army lists on this website for some time and finally decided to make an account of my own.
I decided to actually post something because I've thought of ideas for army lists but I appear to fail at finding others with similar ideas.
I also would enjoy feedback to see if the reason nobody ever came up with these ideas is because they're terrible ideas XD.
Well here's the list
HQ:
Librarian
The gate of infinity and Smite
Troops:
Tactical Squad x10
lascannon
Tactical Squad x10
lascannon
Elite:
Sternguard Veterans x9
combi-melta x4
Sternguard Veterans x10
Dreadnought
twin-linked autocannon x2
Heavy Support:

(all tactical squads are going into combat squads)
Well the general idea was to cut off the enemies movement by constant tremors
Use the Dreadnought to bust any transports (thought I feel I should find a way to get more)
and teleport the Sternguard with the librarian to 1 be a pain in the but and 2 to take out any key targets (something that will probably blow my army up, like a tank)
So I was wondering if this idea is even viable or is just another useless idea?
If it is viable could you suggest ideas to help improve on the concept?
Any feed back would be most appreciated.

Is it better now?
I dropped the scouts squads and replaced them with tac squads because I found them redundant and unreliable compared to tremor
Swapped a rifledread with 10 sternguards to get some more shots and bodies on the field
Dropped some combis
Added 2 Laz cannons (though is that really enough? I feel it is, but then again I'm no pro XD)

First, welcome aboard.
What you have is not a bad concept (It's a classic gunline army), but your list has a few issues.
I'm pretty sure if you give camo cloaks to the squad, you need to give them to everyone. Snipers, while neat, aren't the best for dishing out wounds. You might want to swap one out for a tac squad to stiffen up your gun line.
I like what you've done with the librarian and sternguard. It's one of my favorite tactics. I think they could still do their job with less combi weapons and without the plasma. You have a lot of points tied up with them.
And while whatever objectives you are camped on should be secure, you don't have any real way of seizing others. As most games are objective based, this could be a problem. If you don't want to pick up some rhinos and tac squads, outflanking some scouts might work.
You don't have a good way to deal with flyers (an aegis line would help) and your only way of dealing with AV14 is the sternguard. If something does manage to reach your lines, they are going to kill you, as the scouts are going to fold in CC. Just a few things to worry about...

If you choose powers from the codex, you may continue to do so. If you want to roll off the new charts, you can; but need to roll.
I suspect that we might be forced to roll all the time once we get a new book, but until that day, I'm picking the old powers I want to use.

So...
correct me if I'm wrong but can you infiltrate the scouts onto objectives (as long as I'm 18" away right?)?
and to fix the list up I should drop mebbe half my combi's on the guards?
swap out a scout squad for a tac squad with laz or plasma cannon and maybe a plasma gun?
and slap in a aegis line?
oh and what do you suggest for anti av14?
and I'm sure whatever the suggestion is it's going to need more points so where should I drop some points from?
I'm thinking I could drop a thunder cannon, but that's not many more points ):

If you are fielding that many sternguard, you might want to replace your librarian with Kantor, and go Crimson Fists. Or just use the rules for ol' Pedro and a counts-as mini. If you do that, you will definitely need some transports.
Or, alternativly,
Instead of adding the second sternguard squad, keep one of the snipers, add Talion, and have him man the quad gun. You can combat squad half if it to try to grab objectives.
Don't forget you can have free flamers in those tac squads. Or pay a little extra to upgrade them to better guns.

Well I rather stay away form getting rhinos (everyone does it and I'm just like ugh...)
So I decided to re-add a scout squad a with Telion
But now I have a couple problems
1. Do I have enough anti av14?
2. Is it really possible to win a game without rhinos? (walking never did sound like a very clever idea, and neither does holding up all day, but even so I much rather hold up and just bombard the enemy)
3. Do I have enough shots to kill everything? (I feel I might be running a bit light)

I like the list, actually VERY similar to what I'd like to run. Just so I can add something to the thread, maybe think about putting the extra sternguard squad in a drop pod rather than a rhino/razorback. They will drop in turn one with relative accuracy. If its 10 strong you can combat squad them out and now you have two 5 man squads behind enemy lines ready to shoot two enemy units whether its popping tanks with meltas or shredding infantry with their niffty ammo.

So this is foot slogging marines? I am not sure if I missed transports being discussed.
I do not think foot slogging vanilla marines works quite yet.
Foot slogging works where you have something to go out and grab objectives, you have hardy scoring units which can walk and grab objectives, else you have so many scoring models one of them will happen to be near an objective by the end.
Foot slogging cries out to have battle brothers. As you can share ICs between armies. I have no idea about Tau, I will point that out now.
Deathwing will be awesome for you, they can venture out of the ADL to grab objectives and give cover for other units.
BA will be awesome as they jump out and grab objectives, dev. squad spread some FNP love around. Their librarians get divination which will be good your units, whilst you can take a HQ with a jump pack to help them.
BT would work well but you like your librarian I can tell.
Space wolves could give outflank to a unit, which is useful when foot slogging, plus cavalry would be good to go out and contest, long fangs to shoot with, rune priests are awesome.
IG would be great, they can really do foot armies, and you can boost them(ATSKNF blob squad is great) and they do not need a full FoC.

I've actually been working on a re-work for the space marine list
Uhm Here's what I ending up making
I think I fixed most of the issues
Got more anti av14, remembered the weapons the Tac Squads get, fit in another rifle dread, and got more scoring units on the field.
HQ: Librarian w/ The gate of infinity and Smite
Elite: Sternguard x7, combi-melta x4
Elite: Dreadnought w/ twin-linked autocannon x2
Elite: Dreadnought w/ twin-linked autocannon x2
Troop: Tac Marines x10 w/ lascannon, melta

All tac squads combat squad one with the melta one with the lascannon (I felt that the melta unit could walk around, but then again I'm the beginner here XD)
The tech marines help fortify where the las's and cannons are hiding behind
The librarian goes with the stern guards and teleport around just like above
I'm not a huge fan of using battle brothers, but if I have to how would I incorporate Deathwings/Blood Angels into the list?
(i ready like both of those armies very much)
Also if I use battle brothers just for IC's which ones should I attempt to squeeze into the list?

If you don't like rhinos, how do you feel about Land Speeder Storms? Or Drop Pods? 40k is an objective based game most of the time, you need a way to get scoring units to their targets.
With a LSS you take a unit of 5 scouts and drop them where you need them. They have pretty much every mobility advantage our codex supplies, but are a little fragile. A second scout squad with snipers/cloaks/Talion manning the quad gun is not a bad call either.
If you get two drop pods, swap a rifleman dread for a MM or Ironclad, and do a first turn suicide drop. The second pod goes to a tac squad, and you hope it shows up late, and drop it near an objective.

Well since i hear LSS just kind of blow up and drop pods usually force you to organize your chart around them I think I might try my hand with battle brothers of some sourt
Battle brothers essentially build a codex out of multiple codex that are considered battle brothers in the rule book, correct?
(A blood angel/Space marine list does sound neat, think of all the useful feel no pain and the special 2+ feel no pain they can get  )
Edit:
Actually on second thought I might try and figure out how to slap a LSS into the list while I'm at it (but I still am starting to warm up to the battle brothers idea)

Well did another over hall of the list (I lost the stern guard T-T) but i fit in a few scout squads Tellion and a LSS with the extra points
But I feel I have just made myself a new problem.
I only have 4 things in the entire list that can deal with av 14 ):
I mean in a 1500 game I don't plant on seeing 3 land raiders rolling my way, but is 2 las's and 2 melta guns really enough? (a friend says yah I still feel nay)

I really liked your second list :(, I thought you had done a lot for 1500 points. I thought gating around sternguard risky but quite cute. Though I would wonder how you think you'll grab or contest objectives.
Also I would give the librarian terminator armour and SS, as you are foot slogging and no one cares.
Dark Angels would be:
130 Belial
235 5 terminators with SS/TH, 1 with CML
260 5 terminators with SS/TH, 1 with CML, 1 as an apothecary.
These guys will slowly walk towards the objectives, or maybe teleport down especially if you brought scout bikers or something. Your librarian would want to hang out with the deathwing.
[scout bikers would help gate of I.]
Blood Angels would be:
Honour guard with jump packs and 4 melta/plasma or something(these bring their own priest, see below)
Elites
Priests(this dish out FNP to BA within 6'')[you can have up to 3 per 1 elite slot]
else sternguard if you have an honour guard.
Tactical squad or scouts(these are exactly like yours but can get FNP)
But more likely 2 squads of assault marines.
FNP attack bikes are awesome, as is having FNP dev. squad.
So this has so many options, but let's give one:
HQ
185ish Librarian with terminator armour and SS with epist., this may want to run with your sternguard to give divination powers to them.
205 Honour guard with 4 meltas and 4 jump packs
Elite
90 ish Priest on bike, meltabombs
80 priest on jump pack
Troops
220ish 10 assault marines with 2 meltas, power sword +melta bombs
220ish 10 assault marines with 2 meltas, power sword +melta bombs
Fast
150 attack bikes with MM
Heavy
cheap than vanilla dev. squad with 4 missiles
You have 2 scoring units to go and grab objectives, some melta units to get the tanks that hide and then a dev. squad to fit into your gunline.
