Ok so I have read the Eldar faq and for Veil of Tears it says replace the second and third sentence with stealth and shrouding, however these sentences appear to be just fluff sentences. So does that mean you still have to roll to see the unit who has veil of tears?

I feel it was a mistake as every other unit that had a spotting distance roll simply had it replaced with stealth and shrouding.
